SPEECH BY THE TEAM COMMANDER, OPERATION WHIRLWIND ZONE B, REPRESENTING THE NATIONAL COORDINATOR, OPERATION WHIRLWIND, AT THE PUBLIC AUCTION OF 365 JERRYCANS OF PMS, YIELDING TO A TOTAL VOLUME OF 9,125 LITRES SCHEDULED ON TUESDAY, 1ST SEPTEMBER 2026, AT 1100 HRS, AT THE NIGERIA CUSTOMS SERVICE, KEBBI.Customs Area Controller (Kebbi Command),Distinguished representative of Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), Officers and Men of Operation Whirlwind,Members of the Press,Esteemed Stakeholders,Ladies and Gentlemen.
I welcome you all to this public auction exercise, it is a distinct privilege to address you today on the directive of the National Coordinator Operation Whirlwind, Deputy Comptroller of Customs Abubakar Lucky Aliyu (PSC,PhD), at this significant public auction of 9,125 litres of Premium Motor Spirit (PMS), intercepted by Operation Whirlwind Team Zone B Axis.
As you are aware, the core mandate of Operation Whirlwind is to curb the diversion, smuggling and illicit movement of petroleum products across the country. In furtherance of this mandate, our gallant operatives, acting on credible intelligence, successfully intercepted and seized this consignment across strategic flashpoints, including Kamba, Bagudo, Gwadabawa and Illela of the Sokoto/Kebbi Axis.
The seized products comprise 365 jerrycans of PMS, amounting to a total volume of 9,125 litres, with an estimated Duty Paid Value of Nine Million, One Hundred and Twenty-Five Thousand Naira Only (₦9,125,000). This successful interception demonstrates our continued commitment to protecting Nigeria’s strategic petroleum resources and ensuring that such resources are managed in the overall interest of the nation.
I wish to sincerely acknowledge the invaluable support and strategic direction of the Office of the National Security Adviser (ONSA), under the leadership of Mallam Nuhu Ribadu, mni, as well as the technical partnership of the NMDPRA.
I also commend the Comptroller-General of Customs and his management team for their steadfast support and commitment to the success of Operation Whirlwind.
Let me equally commend the officers and personnel of Operation Whirlwind and our collaborating agencies for their professionalism, vigilance, discipline and dedication. Their efforts remain critical to the fight against smuggling and other forms of economic sabotage.
Today’s auction is a demonstration of our commitment to transparency, accountability and the prudent management of seized petroleum products. I therefore urge all participants and stakeholders to adhere strictly to the established guidelines governing this exercise.
To those still engaged in the illegal smuggling and diversion of petroleum products, let this be a clear message: Operation Whirlwind remains resolute and intelligence-driven. We will continue to identify, intercept and dismantle smuggling networks wherever they operate.
We also call on members of the public, particularly those in border communities, to continue supporting security agencies by providing timely and credible information. The fight against smuggling is a collective responsibility.
Distinguished ladies and gentlemen, as we proceed with this exercise, I assure you that Operation Whirlwind will continue to strengthen surveillance, intelligence gathering and enforcement across all operational fronts.
Together, we can safeguard Nigeria’s petroleum resources, protect our economy and ensure that these resources serve the collective interest of all Nigerians.
